The Basic Exchange and Cooperation Agreement (BECA) is an agreement between the U.S. Department of Defense`s National Geospatial Intelligence Agency and the Indian Department of Defense. Tuesday`s visit comes amid rising tensions between India and China. The two countries share the world`s longest unmarked border, stretching more than 2,000 miles, much of it in the Himalayas. There has been violence between rival troops this summer. In June, 20 Indian soldiers were killed in hand-to-hand combat with Chinese soldiers. India participates in the International Military Education and Training (IMET) program and has received at least $1 million in IMET funding per year since 2003. IMET provides military training and training to military students and is the key to building lasting relationships with future leaders.
